## The short answer

Choose Umbraco if your team works in .NET, wants a simpler build and lighter operations, and values a vendor that offers managed hosting, ISO 27001 and an EU data processing agreement. Choose Drupal CMS if you work in PHP, want a visual page builder and a full SEO stack out of the box, and need a far larger module ecosystem. The two are close overall, so the choice mostly depends on your developers' language and how much patching your team can absorb.

**Choose Umbraco if:**

- Your developers already work in C# and ASP.NET Core
- Procurement needs a vendor-held ISO 27001 certificate and an EU data processing agreement
- You want vendor-run hosting with flat, published monthly prices and no usage overage
- A team of one to three people must build and run the site

**Choose Drupal CMS if:**

- Your team or agency already builds in PHP and Drupal
- Marketers need a drag-and-drop page builder and a full SEO stack on day one
- You want the widest module catalogue and ready-made government or education templates
- You will host it yourself and want no vendor contract at all

## The differences that matter

| Area | Umbraco | Drupal CMS |
| --- | --- | --- |
| Developer model | Built on ASP.NET Core, so .NET developers ramp in days to weeks and one to three people can run a typical site. | Custom work needs Drupal's entity, hook and Views model plus Composer and Drush, and specialists bill a 25 to 50 percent premium. |
| Page building | Block Grid lets editors compose pages from approved blocks, but in a form view rather than live on the page. | Canvas is the default editor: drag-and-drop on a live page, a Brand Kit, reusable page templates and AI drafts from a prompt. |
| Compliance | ISO 27001:2022 since January 2026, a downloadable DPA with standard contractual clauses and six Azure regions, but no SOC 2 or HIPAA agreement. | No certifications, DPA or HIPAA agreement from the Drupal Association; attestations come from the host and cover hosting only. |
| Personalization and testing | Umbraco Engage adds segments, personalization, A/B tests and in-CMS analytics, licensed separately at €5,100 to €18,800 a year. | Nothing ships: Canvas personalization is hidden behind a feature flag, and testing needs contrib modules or an external tool. |
| Operations | Umbraco Cloud handles patching, uptime monitoring and SLA-backed support; self-hosters face Umbraco 13 end of life in December 2026. | Thirteen core security advisories in 2026, hand-patched contrib modules, no built-in monitoring and no vendor support desk or SLA. |
| Ecosystem | A curated marketplace with solid mid-market coverage and a smaller, well-reviewed community with a monthly independent press. | More than 50,000 modules, 22 installer templates, two DrupalCons a year and decades of tutorials, courses and agency talent. |

## Pricing & total cost

Both cores are free. Umbraco is MIT licensed and Drupal CMS is GPL, so neither charges for seats, traffic or content. The difference is what sits around the core. Umbraco publishes everything: Cloud plans at €45, €280 and €730 a month with unlimited team members, and add-ons such as Workflow, Commerce and Deploy On-premises at €2,800 a year each. Its 2027 price list appeared three months ahead. Drupal CMS has no vendor price list at all. One installer template costs $899, and the bundled amazee.ai AI provider moves from a 30-day trial to $30 or $100 a month unless you bring your own key.

Beyond licences, people drive the total. Umbraco builds typically cost £10K to £250K, and US Umbraco developers average roughly $42 to $58 an hour. Drupal specialists bill $80 to $250 an hour in North America, and guidance budgets 15 to 25 percent of build cost a year for maintenance. Over several years Umbraco is usually the more predictable bill. Drupal CMS can come out cheaper if you already employ Drupal staff and run your own hosting.

**What to ask Umbraco:**

- Which add-ons, such as Workflow, Engage or Commerce, will our requirements actually need, and at what annual price?
- How will you support our move off Umbraco 13 before its December 2026 end of life?
- What security assurance can you give our procurement team in place of a SOC 2 report?

**What to ask Drupal CMS:**

- Which host will provide our SOC 2 or ISO 27001 coverage, and what does it leave out of scope?
- Who patches our contrib modules, and how quickly, when a highly critical advisory is published?
- What will hosting, support and maintenance cost us each year after launch?

## Implementation & hosting

Both run self-hosted or managed, and both keep content in standard SQL databases. Umbraco is an ASP.NET Core application configured through appsettings.json, with a web installer and a SQLite quick start that gets a .NET developer to first content in under an hour. Umbraco Cloud adds managed hosting with automatic patch upgrades, a web application firewall and uptime monitoring. Drupal CMS starts faster for a template site: the free Launcher desktop app runs a site locally in minutes, and 22 installer templates cover SaaS, government, education and more. Production is harder. It needs Composer, settings files and Drush, and setups outside DDEV (a local development tool) are thinly documented.

Day to day, Umbraco is lighter, and typical projects need one to three people. Drupal CMS core issued thirteen security advisories in 2026, including an exploited SQL injection in May, and Automatic Updates covers only core patches, so the bundled contrib modules are patched by hand. Umbraco had its own busy year, including an August remote code execution flaw left unpatched on versions 14 to 16, and Umbraco 13 sites must rebuild their editing interface customisations before December 2026.

## Marketing & personalization

Drupal CMS gives marketers more out of the box. Canvas is the default editor, with drag-and-drop composition on a live page, a Brand Kit for colours and fonts, reusable page templates and AI landing page drafts. The base recipe installs Metatag, Pathauto, redirects with 404 tracking, an XML sitemap and Yoast analysis, and Webform handles forms. One catch: content workflows do not yet apply to Canvas pages. Umbraco's Block Grid lets editors compose from approved blocks in a form view, and sitemaps and structured data come from community packages.

Umbraco answers with Engage, a paid add-on for segments, personalization, A/B tests, heatmaps and in-CMS analytics. Drupal CMS ships none of these, so audience variants need contrib modules wired in by developers and results are read in GA4. For multi-site work, Umbraco runs many sites in one installation with their own domains and content shared across them. Drupal multisite shares a codebase but not content without the Domain modules. Neither offers enterprise asset management, video tooling, a recommendation engine or a campaign calendar.

## AI capabilities

Both take a bring-your-own-model approach, and both do it well. Umbraco.AI connects to more than a dozen providers, including OpenAI, Anthropic, Google Gemini and Amazon Bedrock, and you pay them directly with no markup. Drupal CMS asks for a provider at install (amazee.ai, OpenAI or Anthropic) and encrypts the key, and its AI module also reaches self-hosted Ollama and LM Studio models for strict data residency.

The differences are in maturity. Umbraco ships four official Model Context Protocol (MCP) servers, so assistants such as Claude, ChatGPT and Cursor can read and edit content under each user's own permissions, plus a stable semantic search add-on. Drupal CMS bundles no MCP server, the contrib one is still in beta, and its vector search is alpha. Drupal CMS is ahead for everyday editing: alt text generation works on first install, Canvas AI drafts pages, and global guardrails, moderation and per-role agent permissions are included. Umbraco's guardrails block or redact output and are versioned, and agents in Umbraco Automate edit drafts only by default.

## Moving between them

These are separate products from separate communities, with no shared lineage or migration path. Moving either way means rebuilding the content model (Umbraco document and element types against Drupal content types and fields), recreating templates in Razor or Twig, and moving content out of SQL Server or MySQL through APIs or ETL work. Canvas layouts are stored in a Drupal-specific structure, so page compositions do not travel. Add-ons and integrations must be replaced, and the partner bench changes from .NET agencies to Drupal agencies.

Do not switch to escape a single weakness. A .NET team moving to Drupal CMS gains Canvas but takes on a new language and a heavier patching load. A Drupal team moving to Umbraco gains simpler operations but must rebuild in C#. Teams on Umbraco 13 already face a significant rebuild before its December 2026 end of life, which makes it the natural moment to compare both options properly.

## Biggest Differences

### Where Umbraco leads most

- **ISO 27001 / ISO 27018** (74 vs 22 for Umbraco vs Drupal CMS): Umbraco holds ISO/IEC 27001:2022 (announced January 2026) scoped to its product organisation that develops, maintains and operates its products, so the ISMS covers Cloud operations rather than just infrastructure; the certificate is downloadable from the trust center and listed on IAF CertSearch. Not higher because there is no ISO 27018 certification for cloud PII processing.
- **GDPR & EU data protection** (81 vs 48 for Umbraco vs Drupal CMS): Umbraco is headquartered in Odense, Denmark, offers a downloadable DPA with SCCs to all customers (refreshed September 2026), defaults Umbraco Cloud to EU hosting with a second EU region in Sweden, and publishes a full sub-processor table (Azure, Cloudflare, Twilio SendGrid, GitHub, Intercom and others) with data-center locations, legal grounds and a change-notification subscription. Transfers rest on SCCs plus the EU-US Data Privacy Framework, with TIAs on non-EEA processors. Not higher because right-to-erasure is handled by emailing support rather than through self-service tooling.
- **Data residency & sovereignty** (82 vs 50 for Umbraco vs Drupal CMS): Umbraco Cloud now offers six Azure hosting locations: West Europe (Netherlands), Sweden, US East (Virginia), UK South (London), Australia and Canada, chosen per project and backed by the DPA. The added Sweden region gives EU buyers a second in-bloc option. Self-hosted deployments give full residency control; not higher because Cloudflare caches public traffic globally, so cached content can leave the chosen region.
- **MCP server availability** (70 vs 42 for Umbraco vs Drupal CMS): Umbraco now ships four official MCP servers on one Base MCP SDK: the CMS Developer MCP (GA, npm @umbraco-cms/mcp-dev 18.1.9 updated October 2026, Management API tools with read, write and publish), the CMS Editor MCP for editors (content, media, translations, bulk operations behind confirmation), and new Automate and Forms Developer MCPs that chain to the CMS server. Hosted MCP runs on shared infrastructure at mcp.umbraco.ai with per-user OAuth so tools follow backoffice permissions, and setup guides cover Claude, ChatGPT, Cursor and GitHub Copilot. Held below the top band because the Umbraco.Mcp.HostedAuth package that enables hosted MCP is still prerelease-only.
- **Multi-site management** (72 vs 45 for Umbraco vs Drupal CMS): One installation hosts many sites as separate content roots with hostname and culture binding, independent templates and settings, and content can be picked across roots; Umbraco 18 Elements add a shared reusable-content library. Not higher because there is no site-level management console or per-site configuration UI beyond the tree.

### Where Drupal CMS leads most

- **Taxonomy & metadata management** (52 vs 80 for Umbraco vs Drupal CMS): Core taxonomy gives unlimited hierarchical vocabularies reusable across any entity type, per-vocabulary permissions to govern who adds terms, and terms exposed via Views and JSON:API; Drupal CMS ships a Tags vocabulary with field_tags and the Tagify widget, plus Metatag defaults on terms. Not higher because synonyms and bulk reclassification need contrib.
- **Visual page builder & layout composition** (52 vs 76 for Umbraco vs Drupal CMS): Canvas is the default page builder: drag-and-drop composition from a component library, editable patterns, page templates, content templates, multi-value props, Brand Kit tokens and in-browser code components, plus a catalogue of site templates. Not higher because workflows do not yet apply to Canvas pages and headless composition is experimental.
- **SEO tooling** (52 vs 72 for Umbraco vs Drupal CMS): Drupal CMS ships Metatag with Open Graph and Twitter cards, SEO title, description and image fields, Pathauto URL patterns, Redirect with 404 tracking, Simple XML Sitemap, Yoast focus-keyword analysis and a guided SEO checklist. Not higher because schema.org JSON-LD and hreflang need contrib (Schema.org Metatag) rather than shipping in the product.
- **Integration marketplace** (62 vs 82 for Umbraco vs Drupal CMS): Drupal CMS can use the full Drupal.org ecosystem of 50,000+ contributed modules across payment, DAM, CRM, search, AI, email and analytics, plus a curated module set vetted for Drupal CMS. Drupal CMS 2.2.0 (2026-09-25) builds out the site template marketplace: partner templates, premium templates unlocked with license keys from third-party Composer repositories, and new bundled templates (Everbright, Mercury Demo, Forma, Lupus Decoupled Starter). Module quality varies and the maintained Drupal 11 subset is smaller, which keeps this below pure-marketplace leaders.
- **Authorization model** (65 vs 85 for Umbraco vs Drupal CMS): Inherited from Drupal 11 core: hundreds of granular permissions, fully custom roles, and the node access grants system for content-instance-level access control. Field-level permissions via the Field Permissions contrib module; Content Moderation gates access by workflow state; the Group module enables audience-based access. Meets the field-level plus instance-level bar for a top-tier score; only the reliance on contrib for field-level control keeps it from higher.

## Questions Buyers Ask

### Is Drupal CMS the same as Drupal?

Drupal CMS is the Drupal Association's packaged build of Drupal 11, aimed at marketers. It adds Canvas, a full SEO stack, Klaro consent management, an AI assistant and 22 site templates on top of core Drupal, and it can still use more than 50,000 contributed modules. It is free under the GPL, like Drupal itself.

### Which suits a regulated or public-sector organisation, Umbraco or Drupal CMS?

Umbraco brings more paperwork: ISO 27001:2022, a downloadable DPA with standard contractual clauses, a published sub-processor list and EU hosting in the Netherlands and Sweden. Neither offers SOC 2 or a HIPAA agreement. Drupal CMS has no certifications of its own, but it is dominant in US government and ships accessibility tooling, so attestations come from hosts such as Acquia or Pantheon.

### What does it cost to switch from Umbraco to Drupal CMS, or back?

No licence fee changes either way, so the cost is a rebuild. Expect to remodel content, rewrite templates, migrate content through APIs or ETL and replace add-ons and integrations. Umbraco builds typically cost £10K to £250K and Drupal developers bill $80 to $250 an hour in North America, which gives a sense of the scale in each direction.

### Do I need .NET or PHP developers for Umbraco and Drupal CMS?

In practice, yes. Umbraco's server side is C# on ASP.NET Core, though its editing interface extensions are TypeScript and headless frontends need no .NET. Drupal CMS custom work is PHP on Drupal's Symfony-based stack, with one to three months of ramp-up, though Canvas now has a headless SDK for Next.js, Astro and Nuxt. Neither lets a JavaScript-only team customise the backend.

### Which is better, Umbraco or Drupal CMS?

Umbraco and Drupal CMS are level on overall suite capability (59 vs 60). Umbraco wins 5 of the 10 scoring categories and Drupal CMS wins 3, with 2 too close to call.

### Which costs less to own, Umbraco or Drupal CMS?

Umbraco scores higher on total cost of ownership (72 vs 68), which weighs licensing, implementation cost and running cost; a higher score means lower cost for what you get. Confirm current pricing with each vendor.

### Which is easier to implement and run, Umbraco or Drupal CMS?

Umbraco scores higher on build simplicity (67 vs 58), which covers the learning curve, implementation complexity and how easy it is to hire for. Umbraco scores higher on operational ease (61 vs 53), which covers upgrades, day to day overhead and vendor support.

### Which is better for marketing teams, Umbraco or Drupal CMS?

Drupal CMS scores higher on fit for marketing sites (56 vs 52), which looks at how well each platform serves campaign pages, landing pages and editor self-service.

### Which has stronger AI features, Umbraco or Drupal CMS?

Umbraco and Drupal CMS are level on AI enablement (53 vs 55), which covers AI content creation, workflow automation, AI search and personalization, and how open the platform is to your own AI tools.
