## The short answer

Choose Optimizely SaaS CMS if you already license Optimizely experimentation or personalization, need a HIPAA business associate agreement, or want built-in site search and forms. Choose Contentstack if you want published self-serve pricing, broad SDK coverage, deeper workflow and audit controls, and a smaller team to build and run it. Both are managed headless platforms with well-governed AI agents. The choice depends on your existing vendor stack, your regulatory exposure and how much budget certainty you need up front.

**Choose Optimizely if:**

- You already use Optimizely Feature Experimentation or its personalization products
- You must store protected health information and need a business associate agreement
- You want included site search with semantic results, facets and pinned results
- Marketers need drag-and-drop page building and native forms on a headless front end

**Choose Contentstack if:**

- You want to start free or self-serve before negotiating an enterprise contract
- Your developers work in Java, Python, Ruby, Swift or other non-JavaScript stacks
- You need twenty-stage workflows, atomic releases and audit logs shipped to your storage
- You operate in Europe and need EU regions, DORA terms and published GDPR addenda

## The differences that matter

| Area | Optimizely SaaS CMS | Contentstack |
| --- | --- | --- |
| Pricing model | Quote only, with no free tier and annual contracts that auto-renew with as little as 30 days' notice. | Free, Build at $29 a month and Growth at $299 a month are self-serve; Enterprise is quoted. |
| Healthcare data | A HIPAA-enabled variant comes with a business associate agreement for healthcare buyers. | The US data processing addendum prohibits health and card data, and no business associate agreement is offered. |
| Site search | Optimizely Graph is included, with full-text and semantic search, facets, synonyms and pinned results. | Visitor search needs Algolia, Coveo or Constructor, because native search is editor-side only. |
| Developer reach | Official SDKs cover only JavaScript and .NET, and the JavaScript SDK shipped three breaking majors in 2026. | Official SDKs span nine languages and mobile frameworks, from Java and Python to Swift and Flutter. |
| Governance and audit | Approval sequences use fixed states, and the change log keeps one month with no export. | Workflows run up to twenty stages, and audit logs ship hourly to your own cloud storage. |
| Marketing tools | Native multi-step forms with conditional fields; segments, analytics and email are separate Optimizely products. | Forms, email and visitor search come from marketplace apps; Personalize and the Lytics data platform are add-ons. |

## Pricing & total cost

Optimizely SaaS CMS is quote only. Its plans page lists no prices and says every plan is individually packaged. Third-party buyer reports put the median contract near $78K a year, with quotes driven by traffic, API calls, product mix and AI credits. Contracts are annual or multi-year with no monthly option, and they auto-renew with as little as 30 days' notice. Experimentation, personalization, commerce and the Agent Platform are licensed separately.

Contentstack publishes three tiers: Free, Build at $29 a month and Growth at $299 a month, with extra users at $25 each. Enterprise is quoted and annual. SSO, Personalize, the 99.5 percent SLA and data residency sit on Enterprise, and overage rates for API calls and bandwidth are not published.

Beyond the license, buyer guides say professional services take 30 to 50 percent of first-year budget on Optimizely, and initial quotes often cover only 25 to 40 percent of year one cost. Contentstack implementations typically add $20K to $100K or more in year one. Both bundle hosting and both can host your front end. Over five years Contentstack is easier to budget, while the Optimizely total depends on how many sibling products you add.

**What to ask Optimizely:**

- Which features in our quote are in the CMS, and which need Experimentation, Data Platform or Analytics licenses?
- How many Agent Platform credits are included, and what does extra usage cost?
- Can we lengthen the auto-renewal notice period and get overage rates in writing?

**What to ask Contentstack:**

- What will Personalize, extra Launch projects and Enterprise SSO add to our annual price?
- What are the overage rates for API calls and bandwidth above our tier limits?
- Can we buy the 99.95 percent availability package, and what does it cost?

## Implementation & hosting

Both are fully managed SaaS with no runtime, database or version upgrade for you to own, and both can host your Next.js or Astro front end. Optimizely ties front-end hosting to the CMS service level agreement. Contentstack Launch adds Git deploys and edge functions and is included from the Free tier.

The build effort differs more. Optimizely SaaS CMS has a wider set of concepts to learn (experiences, compositions, blueprints and contracts), and official SDKs cover only JavaScript and .NET. Its JavaScript SDK shipped three breaking major versions between February and September 2026, and the Preview3 API was retired under three months after its replacement. Contentstack maps to plain REST and GraphQL with SDKs in many languages and Kickstarts for Next.js, Nuxt and Astro, so generalist developers ramp faster and a small team can ship.

Contentstack has its own churn. In September 2026 the limit query parameter changed live API behavior with no deprecation window, and CLI 2.0 removed deprecated flags. Its standard SLA is 99.5 percent, regions do not fail over to each other, and no recovery objectives are documented.

## Marketing & personalization

Optimizely SaaS CMS puts more marketer tooling inside the CMS. Visual Builder offers drag-and-drop composition with reusable blueprints, and since September 2026 one experience can hold several compositions, such as a sidebar and a main area. Forms are native, with multi-step layouts and conditional fields, and editors manage pinned results and synonyms for site search. Segments, analytics and email come from separately licensed Optimizely products, while Feature Experimentation adds bandit testing on content variations.

Contentstack's Visual Editor and Live Preview give click-to-edit and drag-and-drop of components, with preview per locale and personalization variant. Releases bundle entries and assets for atomic scheduled launches, which Optimizely lacks, and workflows run up to twenty stages. Forms, email and visitor search come from marketplace apps, and Personalize and the Lytics customer data platform are add-ons.

For multi-brand work, Optimizely shares content types across several sites in one instance and uses contracts as shared base models. Contentstack gives each brand its own stack: assets can be shared, content models cannot. On both, sitemaps and structured data are front-end work.

## AI capabilities

Both platforms run governed AI agents in production, and the gap is narrow. Optimizely Agent Platform (formerly Opal) offers ready-made agents and Virtual Teammates with a no-code workflow builder and approval gates. Admins get input guardrails, output evaluations and a usage dashboard of runs and credit spend. Agents such as the WCAG Compliance Auditor write approved fixes back into content, and Optimizely Graph adds semantic search ready for retrieval-augmented generation (RAG). Models come from the Google and Anthropic families, and usage is credit-billed. A hosted CMS MCP server lets AI coding tools work with the content model.

Contentstack Agent OS, generally available since June 2026, includes Polaris, Agent Builder and deterministic Automations. Every run lands in the audit log with the model, tokens and step timeline, and Polaris Skills push required instructions to all users. Buyers can bring OpenAI, Azure OpenAI, AWS Bedrock or Google Vertex AI models, and an AI addendum bars training on customer data. Its official MCP (Model Context Protocol) server exposes about 200 tools.

Optimizely leads on AI search and content auditing. Contentstack leads on model choice and openness to your own AI tooling.

## Moving between them

These are different vendors, not editions of one product, so moving either way is a full replatform. Both are headless and export content as JSON: Optimizely through its manifest and data packages, Contentstack through CLI 2.x across more than seventeen modules. The content model still has to be rebuilt. Visual Builder experiences and blueprints do not map directly to Contentstack Modular Blocks, and the front end must be rewired from the Optimizely SDK and Graph queries to Contentstack's SDKs, or the reverse.

Integrations carry the hidden cost. Leaving Optimizely means replacing Graph search with Algolia or Coveo, rebuilding native forms through marketplace apps, and losing the link between content variations and Optimizely experimentation. Leaving Contentstack means replacing HMAC-signed webhooks, atomic releases and hourly audit log export with custom work.

Healthcare organizations storing protected health information should not move to Contentstack. Existing Optimizely PaaS customers are the natural SaaS CMS buyers, since the content model stays familiar and upgrades disappear.

## Biggest Differences

### Where Optimizely SaaS CMS leads most

- **HIPAA & healthcare compliance** (74 vs 25 for Optimizely SaaS CMS vs Contentstack): Optimizely documents a dedicated HIPAA-enabled CMS (SaaS) product configuration with developer-facing guidance describing PHI-safe infrastructure, restricted/modified non-HIPAA features and integrations, and explicit BAA availability — Optimizely acts as a Business Associate for Healthcare & Life Sciences customers. This is a matured SaaS product variant beyond the earlier readiness announcement. Not higher because HIPAA coverage requires a specific enabled variant that excludes some standard features, HITRUST certification is not held, and substantial customer-side compliance responsibility remains.
- **Forms & data capture** (66 vs 28 for Optimizely SaaS CMS vs Contentstack): Forms are built in the CMS as blocks with multi-step layouts (July 2026), show and hide rules for fields and steps (Aug 2026), predefined hidden values and submission to a webhook, with SDK 3.0 rendering support. Not higher because submission storage, spam protection, progressive profiling and form analytics are left to the customer's endpoint; not lower because the builder with conditional logic is native.
- **Native commerce** (45 vs 12 for Optimizely SaaS CMS vs Contentstack): CMS (SaaS) has no cart or checkout; commerce comes from Optimizely Configured Commerce, a separately licensed B2B product whose catalog can be surfaced through Graph and the Content Manager picker. Not higher because the commerce engine is a sibling product focused on B2B; not lower because the vendor does sell a full commerce engine in the suite.
- **Merchandising tools** (50 vs 20 for Optimizely SaaS CMS vs Contentstack): The CMS gained search-result merchandising in 2026: the Graph Search Management Portal lets editors create Pinned Results rules (formerly Best Bets) and synonyms without developers, and since Aug 2026 Opal can manage pinned results and synonyms too. The portal is still labelled Beta and needs a one-time developer configuration. Category management, cross-sell/upsell and promotional merchandising live in Configured Commerce or a connected commerce engine, not in CMS (SaaS). Beta search merchandising alone puts it in the middle, not the 60+ band.
- **Performance marketing** (70 vs 42 for Optimizely SaaS CMS vs Contentstack): Optimizely Forms in CMS (SaaS) gained conditional fields (Feb 2026), multi-step forms (Jul 15 2026) and show/hide steps (Aug 7 2026), all configured in the form builder, and Forms support in the JavaScript SDK went GA on Sept 24 2026 with validation and multi-step/conditional flows. Submissions can be sent to webhooks for lead capture. Combined with first-party experimentation for A/B testing headlines, images and CTAs, performance marketing is solidly above average for a headless CMS. The SDK treats Forms as a rendering API, so the team owns the submission endpoint, and UTM awareness and conversion tracking live in Experimentation or external analytics.

### Where Contentstack leads most

- **Free / Hobby Tier** (10 vs 62 for Optimizely SaaS CMS vs Contentstack): The free tier, launched Sept 16 2026, is now presented on the pricing page as "$0 / month, forever". It includes 1 production stack, 3 users, 100K API calls, 100 GB bandwidth, 1K entries and 1K assets, plus the Visual Editor and Launch hosting, and a $29 tier is the next step up. That is a real permanent free tier. The conflict remains, however: as of 2026-10-02 the legal Services Description still says Explorer Stacks are for "non-production use cases", limited to 50 content types, 200 entries and 10,000 API calls a month, with no SLA. A custom domain also requires Build. Raised from 55, but held below the 65–80 band until the contract matches the marketing.
- **Pricing transparency** (30 vs 68 for Optimizely SaaS CMS vs Contentstack): contentstack.com/pricing was rebuilt around Oct 1 2026 and now publishes dollar prices for three of four tiers: Free $0/month forever, Build $29/month, Growth $299/month with extra users at $25/user/month, and Enterprise at custom price. Every self-serve tier lists its included API calls, bandwidth, content types, entries, assets and users. This replaces a fully sales-gated page that scored 45, and is now in line with Contentful, Hygraph and Storyblok. Held below 70 because overage rates are not published and the FAQ says Launch and Personalize are priced separately, with the buyer told to ask their account team.
- **Contract flexibility** (35 vs 66 for Optimizely SaaS CMS vs Contentstack): Build and Growth are priced per month, and both "Start your Growth plan" and the Free/Build buttons go to the self-serve /sign-up flow instead of a sales form. A team can now go from free to a $299/month production plan without negotiating an annual contract. Enterprise stays annual and sales-negotiated. No startup, nonprofit or education program is published, and the cancellation and term details for the monthly plans have not been verified, so it stays below 70.
- **Team size requirements** (54 vs 82 for Optimizely SaaS CMS vs Contentstack): Contentstack now explicitly targets solo developers and startups with the free Explorer plan, and a single developer can go from signup to a running Kickstart site with one cm:bootstrap command on a cloud-hosted SaaS with no CMS ops role. Typical implementations still land at 2-3 developers, and Agent OS connector triggers absorb workflow-integration work that would otherwise need headcount. Larger teams remain necessary for complex multi-site, multi-locale enterprise rollouts, which caps this below the high 80s.
- **SDK ecosystem** (59 vs 85 for Optimizely SaaS CMS vs Contentstack): Official SDKs across JavaScript/TypeScript, Python, Ruby, Java, .NET, Swift/iOS, Android, React Native and Flutter, with a release cadence few headless peers match. June–September 2026 shipped TypeScript Delivery 5.6.0 (transient-error retry, Aug 12), Java Delivery 2.8.2 / Management 1.14.1 / Utils 1.6.2, Ruby Delivery 0.10.1, Swift Delivery 2.5.1, .NET Management 1.1.1 and JS Management 1.31.1. Among the best SDK coverage in the category; held at 85 because the official changelog has drifted from actual npm releases (TS Delivery 5.6.0 was never changelogged).

## Questions Buyers Ask

### Is Optimizely SaaS CMS the same product as Optimizely's PaaS CMS?

No. The SaaS CMS is a fully managed headless product with Visual Builder, Optimizely Graph and automatic weekly updates, so there are no version upgrades. It keeps a content model familiar to PaaS customers, and Optimizely can host the Next.js or Astro front end under the CMS service level agreement. Moving still means building a headless front end against Graph.

### Which suits a healthcare or regulated organization, Optimizely SaaS CMS or Contentstack?

Optimizely SaaS CMS, if you handle protected health information. It offers a HIPAA-enabled variant with a business associate agreement, plus ISO 27001, 27017 and 27018 and SOC 2 Type 2. Contentstack's US data processing addendum prohibits health and card data. For EU financial services without health data, Contentstack's DORA terms, three EU regions and hourly audit log export are strong.

### Can a mid-size team start on Optimizely SaaS CMS or Contentstack without a sales call?

Only Contentstack. Its Free tier needs no credit card and includes the Visual Editor and Launch hosting, Build costs $29 a month and Growth $299 a month. Optimizely SaaS CMS has no free CMS tier, and development instances are provisioned through onboarding managers. Note that Contentstack Growth includes only two custom roles and no SSO.

### How much does it cost to implement Optimizely SaaS CMS or Contentstack?

Neither publishes implementation pricing. Buyer guides report Optimizely professional services take 30 to 50 percent of first-year budget, with $40K migrations often landing at $75K to $100K and marketing sites taking three to six months. Contentstack implementations typically add $20K to $100K or more in year one, with mid-market builds running two to four months.

### Which is better, Optimizely SaaS CMS or Contentstack?

Contentstack scores higher on overall suite capability (69 vs 67). Optimizely SaaS CMS wins 3 of the 10 scoring categories and Contentstack wins 6, with 1 too close to call.

### Which costs less to own, Optimizely SaaS CMS or Contentstack?

Contentstack scores higher on total cost of ownership (68 vs 45), which weighs licensing, implementation cost and running cost; a higher score means lower cost for what you get. Confirm current pricing with each vendor.

### Which is easier to implement and run, Optimizely SaaS CMS or Contentstack?

Contentstack scores higher on build simplicity (71 vs 58), which covers the learning curve, implementation complexity and how easy it is to hire for. Optimizely SaaS CMS and Contentstack are level on operational ease (66 vs 68), which covers upgrades, day to day overhead and vendor support.

### Which is better for marketing teams, Optimizely SaaS CMS or Contentstack?

Optimizely SaaS CMS scores higher on fit for marketing sites (65 vs 62), which looks at how well each platform serves campaign pages, landing pages and editor self-service.

### Which has stronger AI features, Optimizely SaaS CMS or Contentstack?

Optimizely SaaS CMS scores higher on AI enablement (79 vs 77), which covers AI content creation, workflow automation, AI search and personalization, and how open the platform is to your own AI tools.
