## The short answer

Choose Optimizely SaaS CMS if you want a fully managed headless CMS with governed AI agents and Optimizely's experimentation suite within reach. Choose Acquia if you already run Drupal, manage dozens of sites, or need FedRAMP Moderate authorization for US government work and a first-party asset library. Both are quote only for enterprise use and sell marketing features as separate products. The choice depends on whether your team works in JavaScript or Drupal, and how heavily procurement weighs public-sector compliance.

**Choose Optimizely if:**

- Your developers work in TypeScript with Next.js or Astro, not PHP
- You want AI agents with guardrails, approvals and usage reporting in daily content work
- You already license, or plan to license, Optimizely experimentation or personalization
- You want the vendor to own upgrades, patching and infrastructure entirely

**Choose Acquia if:**

- You sell to US federal or state agencies and need FedRAMP Moderate authorization
- You run dozens to hundreds of sites on one shared codebase
- You have Drupal developers in house or a trusted Drupal agency
- You need a first-party asset library with rights management and video streaming

## The differences that matter

| Area | Optimizely SaaS CMS | Acquia |
| --- | --- | --- |
| Delivery model | Fully managed multi-tenant SaaS on Azure that does not render pages; Optimizely can host your Next.js or Astro front end. | Managed Drupal hosting on AWS with Dev, Stage and Prod environments, plus a SaaS edition and open-source Drupal as an exit. |
| Developer model | A TypeScript SDK and GraphQL delivery suit generalist JavaScript developers, though the SDK broke compatibility three times in 2026. | Requires Drupal specialists in PHP, Twig and configuration management; enterprise builds typically need three to eight people. |
| AI agents | A production agent platform with guardrails, output evaluations, usage dashboards and agents triggered by content events. | Acquia AI is an Early Access release with no service level agreement, and its single agent works only in a sandbox. |
| Compliance | ISO 27001, SOC 2 Type 2 and a HIPAA variant, but no FedRAMP and no published accessibility conformance report. | FedRAMP Moderate, PCI DSS Level 1, signed HIPAA agreements and a published accessibility conformance report (VPAT). |
| Multi-site and assets | Several sites share content types and assets in one instance, with no formal syndication workflow and no video transcoding. | Site Factory runs portfolios of 400+ sites, Content Hub syndicates with local overrides, and Acquia DAM streams video with captions. |
| SEO and campaigns | No sitemap, redirect manager or automation in the CMS; email and journeys need the separately licensed Optimizely Campaign. | Drupal's SEO recipe ships sitemaps and redirects; Campaign Studio adds journeys and lead scoring under a separate license. |

## Pricing & total cost

Neither vendor publishes enterprise prices. Optimizely SaaS CMS is quote only, with every plan individually packaged. Buyer reports put the median contract near $78K a year, driven by traffic, API calls, product mix and AI credits. Acquia lists only its Professional line, at $148 to $364 a month. Its enterprise Cloud Platform tiers, DAM, Site Factory and Content Hub all need a sales call, and enterprise budgets commonly start above $100K a year before add-ons.

Beyond the license, the cost profiles differ. Optimizely bundles hosting, upgrades and patching. Implementation typically takes 30 to 50 percent of first-year budget, and front-end teams should plan for regular SDK upgrades. Contracts auto-renew with as little as 30 days' notice. Acquia also bundles hosting, but views and visits overages bill at $100 per block, and bot traffic can inflate them. Drupal specialists cost more than general web developers, and module updates and the Drupal 11 upgrade stay with your team.

Over several years Optimizely SaaS CMS usually needs fewer people to run. Acquia's cost grows with each added product and the Drupal team behind it. Price the full stack on both, not the CMS line.

**What to ask Optimizely:**

- Which products, traffic levels and AI credit allowances does the quote include, and what triggers overage charges?
- Can the auto-renewal notice period be extended beyond 30 days and the renewal price capped?
- Will you provide an accessibility conformance report and a way to export the admin change log?

**What to ask Acquia:**

- What does each enterprise Cloud Platform tier cost, and are DAM, Site Factory or Content Hub included?
- How are views and visits overages counted, and is bot traffic excluded from them?
- What help do you offer with the Drupal 10 and Site Studio 7.x deadlines on December 9, 2026?

## Implementation & hosting

Optimizely SaaS CMS is multi-tenant SaaS on Azure with no self-hosted option. It does not render pages: your team builds a Next.js or Astro front end on the TypeScript SDK and Optimizely Graph, its GraphQL delivery layer, and Optimizely can host that front end under the CMS service level agreement. Two or three front-end developers can ship a production site, and there is no server code or module tree to maintain. The trade-off is churn. The SDK went through three breaking major versions between February and September 2026, and the old Preview3 API was retired under three months after its replacement went live.

Acquia renders and hosts the whole Drupal site on AWS, with a 99.95% uptime commitment on the Enterprise tier and a one-hour recovery point objective. That full control comes with Drupal's learning curve: entities, render arrays, Twig and hundreds of YAML configuration files. Enterprise builds typically need three to eight people. Acquia patches the platform layer, but your team owns Composer updates across 30 to 80 contributed modules, and Drupal 10 support ends December 9, 2026.

## Marketing & personalization

Both give marketers a visual builder. Optimizely's Visual Builder composes pages from sections, rows and elements on your own front end, reuses blueprints, and since September 2026 supports several layouts per page. Acquia offers Drupal Canvas, the default drag-and-drop builder since Drupal CMS 2.0, with live preview. Optimizely's edge is testing and targeting: Feature Experimentation maps test variations to CMS content, and Optimizely is a Leader in the 2026 Gartner Magic Quadrant for Personalization Engines. Acquia Personalization reached end of life in January 2026, and its replacement is Wingify's VWO engine delivered through a client-side snippet.

Acquia is stronger on the surrounding toolset. Drupal's SEO recipe ships metatags, redirects and XML sitemaps, which Optimizely leaves to developers. Acquia DAM adds license-expiry enforcement, brand portals and video streaming with captions, while Optimizely has no video pipeline. For multi-brand programs, Site Factory and Content Hub syndicate corporate content to brand sites with local overrides. On both platforms, email and marketing automation are separate licenses: Optimizely Campaign or Acquia Campaign Studio.

## AI capabilities

This is the widest gap between the two. Optimizely Agent Platform (formerly Opal) runs agents and Virtual Teammates that write, translate, audit and publish content. Webhooks can start agents on content events, and a WCAG Compliance Auditor agent applies accessibility fixes on approval. Admins write natural-language input guardrails, score runs with output evaluations, and track credit spend on a usage dashboard. A CMS MCP server (Model Context Protocol, the standard that lets AI assistants act on a system) has been available since June 2026.

Acquia AI is an Early Access release with no service level agreement. Its single Site Builder agent works only in a sandbox, custom agents are not available, and customer-facing audit trails are out of scope. Acquia's practical AI today is the Conductor Writing Assistant, DAM alt text and tagging, and official MCP servers for Source CMS, DAM and Web Governance. Drupal's AI framework can route requests to the buyer's own provider, which suits teams with an existing model contract.

## Moving between them

These are different vendors with different architectures, so a move either way is a replatform, not an upgrade. Going from Optimizely SaaS CMS to Acquia means rebuilding content types as Drupal entities and fields, switching from GraphQL to JSON:API or Drupal theming, and replacing Optimizely experimentation with Acquia's partner engines. Optimizely exports content types as a JSON manifest and content as a data package, which helps script the move.

Going from Acquia to Optimizely means rebuilding the front end in JavaScript and dropping Drupal's server-side customizations, since Optimizely runs no custom server code. Drupal content is portable through the Migrate API and JSON:API, and Acquia commits to returning customer data within seven days of a termination request. Site Factory portfolios and sites that depend on FedRAMP should stay put. So should member portals that rely on visitor login, because Optimizely has no visitor identity layer.

## Biggest Differences

### Where Optimizely SaaS CMS leads most

- **Agentic workflow automation** (93 vs 50 for Optimizely SaaS CMS vs Acquia): Agent Platform is a production agent platform: Virtual Teammates (own Opti ID, persistent memory, cross-product action) grew on October 13 2026 with the Web Manager (scheduled compliance audits, site health, broken-link fixes with approval before acting) and Content Marketer, and a unified Directory now installs agents, skills, and Virtual Teammates in one place. September added auto-assigned sub-agents, a Code step for workflow agents, parallel loops, and trigger priority, on top of Agent Builder, Skill Builder, nested workflows, approval gates, and a broad remote MCP connector set. Not higher because most Virtual Teammates are under two months old and third-party agent publishing is still smaller than the largest enterprise agent marketplaces.
- **AI observability & usage analytics** (85 vs 42 for Optimizely SaaS CMS vs Acquia): The Opal Agent Usage dashboard shows executions, credit consumption, and most active agents and users, alongside the credit Usage Dashboard, per-run Agent Credit Visibility, execution log exports, and the Execution Status Taxonomy. Quality tab Output Evaluation scores every run against a defined baseline, which gives per-agent quality trend monitoring, and the published inference-level table makes model and credit trade-offs transparent. Not higher because prompt effectiveness analytics and model-level performance dashboards are not documented.
- **AI governance, safety & audit trails** (84 vs 52 for Optimizely SaaS CMS vs Acquia): Input guardrails (July/August 2026) let admins write natural-language policies that Opal trains into a classifier, enforced instance-wide or per agent across chat, integrations, and triggered agents, with versioning and restore; the Quality tab adds Output Evaluation, Execution Guardrails, and an Execution Advisor that reviews sensitive tool calls. Private executions (Oct 5 2026) restrict run logs to the triggering user, Safe URL Browsing screens URLs, workflow Version History and execution log exports provide audit trails, and admins can turn generative AI off across products in Opti ID. Not higher because AI-output IP indemnification is not publicly documented and there is no per-response hallucination or confidence score shown to editors.
- **Upgrade difficulty** (79 vs 50 for Optimizely SaaS CMS vs Acquia): Optimizely SaaS CMS is fully managed and continuously updated, with weekly-to-biweekly platform releases delivered automatically and ring deployments (June 2026) that hold production on the Main ring while staging takes Early Adopter builds. The platform's own upgrades have still broken content, though: CMS-56533 (fixed Sept 24 2026) made the first edit to an existing Visual Builder experience after an upgrade clear every content-reference field across all components, and published drafts lost those items live. Not scoring higher because of that regression and the customer-side upgrades the JS SDK forces (3.0 on Sept 24 2026 carries several breaking changes); not lower because no customer-run version upgrade exists.
- **AI-powered personalization** (84 vs 56 for Optimizely SaaS CMS vs Acquia): Optimizely is a Leader in the 2026 Gartner Magic Quadrant for Personalization Engines; contextual multi-armed bandits are GA for 1:1 targeting, real-time AI segments update from on-site behavior, and the Personalization Strategist Virtual Teammate (Aug 2026) builds and runs personalization campaigns end to end with impact reporting. Not higher because the ML personalization engine and ODP are licensed separately from base CMS SaaS, which has no native Visitor Groups.

### Where Acquia leads most

- **Video & rich media** (35 vs 72 for Optimizely SaaS CMS vs Acquia): Acquia DAM hosts video with on-demand transcoding, HLS adaptive bitrate, thumbnails, clip creation, captions in DFXP, SRT and VTT, and an embeddable player. It meets the native-hosting bar but sits inside the separately licensed DAM.
- **Customer identity & authenticated experiences** (38 vs 72 for Optimizely SaaS CMS vs Acquia): Drupal has a native visitor account system with registration, login, roles that gate content and self-service profile pages, and it powers many member portals. Federation with Okta, Auth0, Azure AD B2C and social login relies on mature ecosystem modules (OpenID Connect, SAML Auth, Social Auth) rather than a vendor-maintained CIAM product, and consent management is contrib. Native identity layer, federation through the ecosystem.
- **Marketing automation** (42 vs 72 for Optimizely SaaS CMS vs Acquia): Campaign Studio provides a visual journey builder, lead scoring with custom models, drip campaigns and multi-channel orchestration across email, SMS, push and ads with journey analytics. It is genuine marketing automation sold as a separate product.
- **Authoring UI accessibility** (40 vs 70 for Optimizely SaaS CMS vs Acquia): Acquia's Product Accessibility page sets the goal that every Acquia product will meet WCAG 2.2 AA. Its testing combines manual review, Lighthouse, axe, VoiceOver and keyboard checks. The Drupal authoring UI underneath follows the Drupal project's WCAG 2.1 AA and ATAG 2.0 commitments, and the Cloud Platform VPAT documents WCAG 2.0/2.1 A and AA results. Not higher because Acquia says its software 'is not yet fully AA compliant', and the Cloud VPAT reports only partial Section 508 conformance.
- **Accessibility documentation** (35 vs 62 for Optimizely SaaS CMS vs Acquia): Acquia publishes a VPAT 2.4 for Cloud Platform covering Cloud Classic and Cloud Next against WCAG 2.0 and 2.1 A/AA, plus feature-level ACRs for DAM, the latest dated February 2025. It also has an accessibility statement and a product accessibility page. Not higher because the Cloud VPAT dates from October 2023, most DAM ACRs are from 2021 to 2023, and there is no ACR for Source CMS or the Drupal authoring experience Acquia sells.

## Questions Buyers Ask

### Is Optimizely SaaS CMS the same product as Optimizely's PaaS CMS?

No. Optimizely SaaS CMS is a separate, fully managed headless product. The PaaS line (CMS 12 and 13) runs your own .NET code and installs server add-ons, while the SaaS CMS runs no custom server code, so many marketplace add-ons work only on PaaS. The content model feels familiar to PaaS teams, and the SaaS edition removes version upgrade projects.

### Which suits a government or healthcare organization, Optimizely SaaS CMS or Acquia?

Acquia is the safer choice for the US public sector: FedRAMP Moderate authorization with 26 agency authorizations, PCI DSS Level 1 validation, signed HIPAA agreements and a published accessibility conformance report. Optimizely SaaS CMS also suits healthcare, with ISO 27001, SOC 2 Type 2 and a HIPAA-enabled variant under a business associate agreement, but it has no FedRAMP authorization.

### Is Acquia still a DXP after its 2026 rebrand?

In September 2026 Acquia dropped the DXP label and rebranded as an agentic content platform built around Acquia Source and Acquia AI. Drupal hosting, Site Factory and Acquia DAM continue. Personalization, experimentation and search now come from partner engines sold as add-ons, such as Wingify for conversion optimization and SearchStax for search.

### Do I need Drupal developers to use Acquia?

Yes, for any serious build. Production Drupal sites need PHP, Twig and configuration management skills, and Acquia maintains four certification tracks. Acquia Source and Drupal Canvas reduce the work for simpler sites, and Canvas adapters for Next.js and Astro exist but are still pre-1.0. Optimizely SaaS CMS, by contrast, is built for generalist TypeScript developers.

### Which has the bigger partner and integration ecosystem?

Acquia. Its partner network has more than 800 agencies, including Capgemini and Havas CX. Acquia Exchange lists over 200 integrations, and Drupal.org adds tens of thousands of modules. Optimizely's app directory is large too, but much of it targets the PaaS edition. Its SaaS developer community is still small, and its forums are not staffed by Optimizely.

### Which is better, Optimizely SaaS CMS or Acquia?

Optimizely SaaS CMS and Acquia are level on overall suite capability (67 vs 67). Optimizely SaaS CMS wins 4 of the 10 scoring categories and Acquia wins 4, with 2 too close to call.

### Which costs less to own, Optimizely SaaS CMS or Acquia?

Optimizely SaaS CMS scores higher on total cost of ownership (45 vs 42), which weighs licensing, implementation cost and running cost; a higher score means lower cost for what you get. Confirm current pricing with each vendor.

### Which is easier to implement and run, Optimizely SaaS CMS or Acquia?

Optimizely SaaS CMS scores higher on build simplicity (58 vs 48), which covers the learning curve, implementation complexity and how easy it is to hire for. Optimizely SaaS CMS scores higher on operational ease (66 vs 50), which covers upgrades, day to day overhead and vendor support.

### Which is better for marketing teams, Optimizely SaaS CMS or Acquia?

Optimizely SaaS CMS and Acquia are level on fit for marketing sites (65 vs 63), which looks at how well each platform serves campaign pages, landing pages and editor self-service.

### Which has stronger AI features, Optimizely SaaS CMS or Acquia?

Optimizely SaaS CMS scores higher on AI enablement (79 vs 59), which covers AI content creation, workflow automation, AI search and personalization, and how open the platform is to your own AI tools.
